Rutger Bierman

Rutger is a Master Mariner and a Director of LOC Singapore, and is dual educated in Nautical and Technical studies.

He has served as Master on DP Class II construction vessels in oil fields in the Asia Pacific region and in the North Sea. He has extensive experience in diving support, subsea construction, rock dumping, pipeline trenching/removal, cable laying, dredging and salvage.

As marine consultant he has prepared FMEA packages for new built DP vessels and has carried out DP incident investigations.

Since joining LOC Rutger has undertaken investigations into collisions, speed and angle of blow, cargo damages and safe berth assessments for P & I clubs and admiralty lawyers. He has attended the refloating of a grounded tanker, monitored damage repairs and assisted in General Average claims.

Paul Bryan

Paul is a Master Mariner and a consultant with LOC, primarily operating from the Dubai office. He has 30 years’ experience in the marine industry, including service on AHTS vessels and 6 years as a licensed Pilot on a major estuary in the United Kingdom.

An experienced ship handler, he has advised on pilotage and navigation matters, groundings and unsafe port matters. He has attended a number of salvage operations and wreck removals on behalf of P&I Clubs, and has also undertaken collision investigations and speed and angle of blow studies.

Clive Treweek

Clive is a Master Mariner at LOC Abu Dhabi. Clive started his career in 1973 as a deck cadet for the then Kinston upon Hull based towing and salvage company United Towing (Ocean Tugs) Limited. He worked his way through the ranks to become Master. He was to be heavily involved with many marine related projects mainly in the North Sea theatre covering tow-outs with Statfjiord “B” & “C” structures and support to heavy lift crane vessels.

By 1990 Clive came ashore to work as Marine Superintendent undertaking work as trials Master for two local shipyards. Later he moved to Marine Management & Engineering Ltd as Marine Operations Manager running a fleet of AHTS vessels in the North Sea and adjacent waters whilst continuing with marine related project works.

With LOC he has acted as Marine Representative on a number of projects and has undertaken a large number of vessel surveys.

Craig Winterton

Craig is marine consultant at LOC Dubai. Craig started his career as a Deck Officer in 1995 and reached the rank of a Master in 2008. He holds a South African Master FG Certificate complying with STCW 95 convention, unlimited in tonnage, together with a British certificate of equivalence.

He has worked with Safmarine, Tall Ships Shipping and Maersk Management.  His seagoing experience in both global and regional specific trading includes large size Container Container vessels, general bulk carriers, general cargo and multipurpose vessels.  Craig’s career at sea spanned for 18 years, five of which were in the capacity as Master with Maersk Container Lines.  During his time as Master he held command on all 8 classes of ships that Maersk has in its fleet ranging, from GRT 27000 to GRT 87000.

Since 2000 Craig has been carrying out survey work for local companies in South Africa, including P&I surveys, on and off hire surveys, draft surveys, bulk cargo claims and accident and investigation claims. During his surveying career he has worked as Super Cargo for Eskom and Gas Turbine Projects and Marine Superintendent for Murray and Roberts during the dry-docking of two of their two tugs.

Abhay is a Master Mariner and Associate Director in the Miami office with over 30 years’ experience in all aspects of shipping business, including technical management, finance and commercial management.

David Hartley

David is a master mariner based in the Halifax office. He has experience as Master on a variety of vessels including cable lay and tankers. Ralph is a Master Mariner and Associate in LOC’s Singapore office. He has 17 years’ command experience on bulkers, tankers, multi-purpose and offshore vessels. Mike is a Master Mariner and Director with LOC London where he leads in offshore wind farms and wet renewables.

He had a seafaring career spanning 17 years with an oil major, followed by 13 years ashore as Commercial Operations Manager and Casualty Coordinator. He has prepared expert reports and given expert evidence in arbitration in London and New York, the High Court in London and Sydney and to a House of Commons Select Committee.

For offshore wind farms, Mike drafted Guidelines for the Selection and Operation of Jack-Ups in the Marine Renewable Industry for RenewableUK. James Frew

George is a Master Mariner with LOC Aberdeen. George has over 40 years of seafaring experience. He has sailed as Master on many different types of vessels which have operated in the North Sea and Worldwide.

Before coming  ashore he was Master on a DSV operating in the Persian Gulf. In 2008 George started work as a DP Instructor for Kongsberg and taught SDP21 and K-Pos. courses mainly in Norway and Dubai. During his career, he has worked on a variety of vessels which include General Cargo, Passenger, Bulk Carriers, Gas Tankers, Pusher Tugs, Ro-Ro Ferries, Buoy Tenders, Weather Ships and many Offshore Vessels including AHTS, Supply, DSV’s, Cable and Survey/Research vessels.

Jamie Simpson

Jamie is a Marine Consultant at LOC Dubai. He is a Master Mariner with over 2 years in command and is experienced onboard; large roll-on/roll-off freight and passenger vessels; cruise; roll-on/roll-off paper product; traditional general cargo with deep tanks and geared container vessels.

Mark Lomas is a Master Mariner and is the Marine Manager of LOC Middle East, based in Dubai.

He is experienced in all areas of maritime casualty work, including salvage and wreck removal, vessel loss and causation, pollution incidents, groundings and strandings, cargo damages and associated claims. Chris is a Master Mariner and a UK-based consultant to LOC. He specialises in the marine operations of jack-up rigs and barges.

He has 25 years’ involvement with the transport, towage, positioning, and jacking of all types of barge, and has supervised several hundred offshore operations acting in the capacity of rig mover or marine surveyor. He has conducted investigations of jack-up accidents and has advised on recovery operations.

Chris is the author of an industry guideline document for the operation of jack-up barges and has written expert reports on jack-ups for legal and insurance purposes. He has been appointed as expert witness serving the High Court in connection with several disputes involving jack-ups.

Paul is a Master Mariner with LOC Singapore and has 30 years’ experience on many types of vessels, in particular cruise liners. His experience includes assessing the suitability of a ferry for conversion, new port suitability assessments, and working up a specification for a new build 45,000 GRT liner.

He served at two UK ports as a Pilot, handling some of the largest container ships in the world, as well as coasters in small rivers with minimal under keel clearance.

He established a new management division for a superyacht brokerage company, obtained the Document of Compliance, and guided the first yacht through its Safety Management Certificate.

Paul has investigated numerous collisions, fixed object damage and unsafe port claims, where his knowledge of ship handling has been invaluable. He has carried out Marine Warranty, suitability, and condition surveys. He has also attended salvage, damage repairs and cargo cases.

Robert Kirk McGregor

Kirk is a Master Mariner with over 20 years’ sea going experience. He has command experience and has served on various vessel types such as passenger, Ro/Ro passenger, container, geared container, multi‑purpose and AHTS vessels, including both liner trades and worldwide tramping, carrying break bulk and project cargoes.

Having been a surveyor with a high quality British shipping register, he is an able ISM & ISPS auditor with extensive practical experience of verification audits, International Labour Organisation and Flag inspections of various ship types including commercial yachts.  He has also carried out Flag casualty investigations.

Kirk was a licensed pilot and previously worked as Deputy Harbour Master for a small port on the UK south coast.  He has a working knowledge of the Port Marine Safety Code (PMSC) and has dealt with MCA coded small commercial vessels.

During his time as Master he was involved in the rescue of shipwrecked persons in the Caribbean and also a marine casualty in the Far East.  He is a proficient ship handler and held Pilot exemptions for ports in the Persian Gulf and Europe on geared container vessels.

Roland Orange

Roland is a Master Mariner based in the Shanghai Office. He has over 30 years’ experience at sea and for the past 22 years has been predominantly involved with the transportation of liquefied gases, including LNG, LPG ethylene, and chemical gases.

Cris is a Master Mariner and a Marine Consultant for LOC Middle East, based in Abu Dhabi.

He has over 27 years’ experience working on and with a wide range of vessel types engaged in coastal and global trading patterns.

Cris has an MSc in Maritime Operations, is a Member of the Institute of Chartered Shipbrokers, a Liveryman of the Honourable Company of Master Mariners and is a Freeman of the City of London. He is an accredited OVID inspector.

Before joining LOC, Cris worked for a large international maritime law firm as a Marine Investigator. David is a Consultant to LOC and is based in Brazil. He was a founder director of LOC and, until March 2007, CEO of the LOC Group. He is a Master Mariner and specialises in salvage and wreck removal operations, towage and Charterparty disputes, particularly unsafe berth and port investigations.

David is a Special Casualty Representative (SCR) and has attended numerous marine casualties worldwide, many of a complex nature, in a consulting capacity. He has provided expert evidence for various parties involved in salvage or wreck removal operations.

He has also given expert evidence in various other cases within his area of expertise in the Royal High Court of Justice and commercial arbitrations in the UK, as well as other jurisdictions including the USA and Malaysia

Andrew Pointing

Andrew Pointing is Managing Director of LOC Stavanger.  He has acted as Contractor’s Representative on a number of Norwegian based projects. In the shipping industry he has assisted in major marine casualty investigations including vessel / quay collision investigation, collision analysis, grounding, unsafe port allegations, salvage, speed and consumption claims covered by time charter and voyage charter parties. He has investigated and reported on cased of personal injury, chemical cargo contamination and cargo shortage claims and has performed condition surveys on vessels for entry into P& I Clubs. In the role of Marine Warranty Surveyor he has been involved in approving loadout, sailaway and installation operations on a number of offshore and onshore projects.  He has attended fabrication yards across Europe, Canada and Korea and has attended offshore sites in the North Sea and Nigeria. He has attended onboard heavy lift vessels for approval of numerous module lifting operations and has attended offshore for approval of pipelay operations.

He has conducted surveys of tugs, supply vessels, standby vessels, survey vessels and barges for suitability and on-hire/off-hire purposes and has also attended towage operations in the North Sea area. He has acted as Marine Coordinator for various semi and jack-up rig moves in the North Sea and West of Hebrides. Work included scopes of work for ITTs, Tender evaluations, detailed planning – budget control, schedule, vessel – equipment – services provision, procedures, risk assessment and offshore attendances.

Clive Rees

Clive is a Master Mariner and Marine Consultant with LOC and has over 30 years sea-going experience in all ranks on Bulk Carriers, General Cargo and Tanker vessels, with over 18 years as Master on Cape and Gear-bulk carriers and General Cargo vessels. He has extensive ship-handling experience in a variety of different sized vessels.  He also has extensive experience in the loading, carriage and discharge of a wide range of Bulk and Break Bulk Cargoes ranging from Grain type, various Ore / Concentrates, Steel, Steel Products, Timber and Forestry Products, Containers, Project Cargo and Concentrated Orange Juice. Clive has long experience in the on board training of British and Filipino Deck Cadets.

During his time as Master he has embarked on fixed trading routes as well as worldwide tramping voyages via the Panama Canal, Suez Canal, through the Strait of Magellan, the Malacca Straits and around the Cape of Good Hope.

Ricardo Rodriguez

Ricardo is a Master Mariner and Marine Manager with LOC Tampico.

He served on board several types of vessel over a 20 year sea-going career, including general cargo, tankers, DP, multi-purpose and semi-submersible vessels. He also supervised the construction of a number of DP offshore vessels.

With LOC, Ricardo has undertaken a variety of marine consultancy assignments including casualties, cargo damages and condition surveys on behalf of major P & I clubs worldwide.

Ricardo has acted as marine warranty surveyor for a number of fixed marine platform transportation and installation projects.

Jeff Seale

Jeff a Master Mariner is employed as a Marine Consultant / Warranty Surveyor. During his seagoing career he sailed on a variety of dry-cargo vessels including general cargo, liner, bulk, container and off-shore vessels. He has extensive experience with sensitive cargoes (mineral sands, grains etc. from Australia & fertilizers to Australia) and is frequently called to assist owners and charterers when vessels are scheduled to call at Australia. Since coming ashore in 2009, Jeff has qualified as a member of the Nautical Institute (AFNI – Associate Fellow) and International Institute of Marine Surveying (MIIMS – Full Member). His practical and commercial experience has resulted in his services being utilized by P & I and Salvage companies for assignments throughout Asia, Korea, China and Australia. He is frequently instructed by various legal firms to assist with nautical advice and prepares expert statements as appointed. Jeff also undertakes vetting inspections of bulk carriers on behalf of Rightship Pty Ltd, and he is also an approved Nautical Government surveyor for Antigua and Barbuda.

Sigurd Vermundsen

Sigurd is a Master Mariner at LOC Aberdeen. Sigurd has 18 years seafaring experience both in the North Sea and worldwide. Sigurd has sailed on various offshore vessels including Dive Support Vessels, Heavy Lift Vessels, Vessels conducting subsea installations, Supply Vessels, AHTS and  vessels conducting ROV operations. From December 2008 to June 2012 he was a member of the project crew during the building of the Hi-Load DP vessel and after the construction was completed he sailed on the vessel as Chief Officer. In December 2012 Sigurd started work with LOC in the Aberdeen Office and he has been involved in various different types of work.  He has also been a DP Instructor and has conducted Basic and Advanced DP Courses.

Ken is Managing Director of  LOC Abu Dhabi. He joined London Offshore Consultants in the Middle East as Marine Manager after six years co‑ordinating all offshore marine activities and projects for Qatar Petroleum and its contractors in a shore based and offshore capacity. He has performed a range of vessel surveys and audit including DP suitability, condition, safety and damage surveys, suitability for purpose, technical evaluations, etc. He has extensive experience in marine project management. He has written and evaluated all types of marine procedures, regulations and guidelines for the offshore oil and gas industry. He has carried out rig moves from tow master, rig mover, and company representative positions in West Africa and the Middle East on jack‑up and semi‑submersible rigs. Ken specialises in all aspects of marine project work from initial conception to final completion, onshore and offshore.

Sudhir Malhotra

Sudhir is a Master Mariner and Marine Consultant at LOC London. Sudhir has extensive expertise at sea sailing on Cruise vessels, Container vessels, Crude Oil Tankers and Bulk carriers. He also has several years’ experience ashore as a marine superintendent and quality manager for a blue-chip company operating over 100 Pure Car Carriers.

Richard Tanguy

Richard is a Master Mariner and an Associate of LOC. He is based in London and has over 44 years seagoing experience principally on LPG, LNG  and oil tankers but also on dry bulk carriers. He has sailed in all ranks  for over 35 years solely on  LPG, clean products, and LNG tankers. He has extensive experience of ship-to-ship transfer operations on  LPG tankers in both sheltered and open water environments.

His seagoing  experience on gas carriers includes a number of periods of newbuilding and shiprepair supervision in shipyards worldwide. He has worked as a liaison officer for “EUNavfor” which included  giving advice to ships and owners on anti-piracy precautions in the waters off Somalia. As Marine Consultant and Marine Warranty Surveyor he has carried out condition surveys of various vessels for use on offshore projects and has experience in supervising, witnessing and approving the lifting of heavy and project cargoes for the offshore industry. He has also investigated and advised on damage claims involving oil and gas tankers.

Adrian is General Manager of LOC Aberdeen and a Master Mariner with 28 years seafaring experience both in the North Sea and worldwide. He joined LOC in 2009. In 2002 he decided to begin working onshore, and progressed to marine consultancy.  He has been actively involved in the Marine Safety Forum and the Steering Group.  He has also acted as a senior consultant, regularly attending logistic and other specialist meetings.

Adrian has undertaken management roles abroad, where he was involved in the implementation of Marine Operations procedures and raising HSE awareness on chartered vessels.  He also worked to improve ship/shore/rig interfaces, reporting to senior management on progress, and sharing opportunities.

Sanjay Varma

A Master Mariner, Sanjay is an Associate Director of LOC based in New York and specialises in marine casualties. His experience includes collisions, groundings, unsafe ports, oil and chemical spills, ship to ship transfer, fires, oil cargo contamination, gas leaks, steel/bulk cargo damage, bunker disputes etc. He has dealt with nickel and iron ore issues related with high moisture contents leading to liquefaction or formation of wet base and their resolution. Sanjay also has a wide experience in Marine warranty surveys with particular focus on towing of vessels/rigs, loadouts and sailaways of offshore project cargoes.

Prior to joining LOC, he headed the Investigation Department of the Maritime and Port Authority of Singapore and was also engaged in prosecutions in Singapore Courts. There he gained experience in responding to marine emergencies and in exercises such as passenger evacuation and spills. He was involved in navigational and operational safety of the port.

He has over 17 years of seagoing experience and has sailed on a wide variety of ships including ULCCs, OBOs and multi-purpose vessels, the last 10 years being on tankers and product carriers. He also took deliveries of new built ships from shipyards.

Paul Voisin

Paul is a Master Mariner and Associate Director with LOC Miami. He has over 30 years’ seagoing experience, the last 15 years being in command of capesize bulk carriers, container vessels, heavy lift/multi-purpose vessels and seismic survey vessels.

Paul is an appointed Special Casualty Representative (SCR) at Lloyd’s, and since joining LOC in 2005 has been engaged on a variety of marine casualty work; in particular major salvage and wreck removal operations worldwide.

Stuart Wainwright

Stuart is a Master Mariner and a marine consultant with LOC London.  Stuart has a seafaring career spanning over 30 years with Command experience on Ro-Ro ferries and fast multi-hull vessels.  He also has extensive experience and knowledge of aluminium catamarans, both fast ferries and crew transfer vessels, for the offshore industry.

Paul Whyte

Paul is a Master Mariner and Consultant at LOC London. He is an Associate Fellow of the Nautical Institute and Royal Navy qualified Specialist Navigator. Paul was honoured with an MBE for his contribution to Humanitarian Relief following the 2004 Boxing Day Tsunami.

Paul has 37 years’ sea-going experience working on a broad range of commercial and primarily military vessels and 12 years sea command experience on a variety of naval auxiliaries undertaking global operations, particularly maritime and anti-piracy operations, including winter navigation in high latitudes and ice navigation in the South Atlantic, as well as transit of many inland waterways. His practical and theoretical knowledge of ship handling, bridge resource management, regulations for preventing collisions at sea, bridge systems and precision navigation compliments his experience with both traditional and electronic navigation.

Paul has provided Expert Witness report for salvage dangers, grounding and unsafe port/berth claims and as a Marine Warranty Surveyor he has undertaken a number of surveys that have included offshore vessels, barges, jack-up vessels, workboats, tugs and a passenger vessel.

Vaughan Williams

Vaughan is a Master Mariner and a Director of LOC in Singapore, and is on the panel of SCRs (Special Casualty Representative).

He has sailed as Master on oil and chemical tankers worldwide and is conversant with most other types of vessels. He has extensive experience in the preparation of procedures for several international marine companies.

At LOC, he has specialised in marine casualty investigations, including groundings, strandings, collisions, total losses, sinkings and cargo removal from wrecks, acting on behalf of P & I clubs, owners and insurance interests.

He also has extensive offshore warranty survey experience particularly with FPSO conversion and construction, including towage studies and approvals.
