Peter Baggaley

Peter, a Chartered Structural Engineer, is Managing Director of LOC London and Manager – Marine Warranty Services for LOC Group. He specialises in the transport and installation of offshore oil and gas structures, as well as damages to steel structures.

His fixed object work has been energy-related, dealing with investigation of cause and extent of platform and jack-up damage, as well as acting as expert witness for offshore installation losses.

Peter has acted as MWS project manager responsible for a number of high-profile offshore construction projects worldwide. These projects have included the heaviest topside float-over installations to date, concrete GBS installations, jacket launches, FPSO transports, subsea and pipeline installations from shallow to ultra-deep water.

Stuart Brazewell

Stuart Brazewell is a Structural Engineer and Engineering Manager at LOC (Aberdeen) Ltd. Stuart took up this position in 2013 having been with the LOC Group since 2008 and previously based in the London and Australia offices.

Stuart joined LOC with a background as a design engineer in the naval ships defence industry.

During his time a LOC, Stuart has been responsible for the delivery of Marine Warranty Surveyor services on numerous high profile offshore installation projects.

This has encompassed technical review and site attendance on behalf of oil and gas companies, their contractors and their insurers for marine operations including load-out, transportation and installation of heavy cargo, fixed platforms, pipelines/flexibles and subsea structures.

He had attended as Marine Warranty Surveyor and performed technical review for the following key operations:

 

  • Floatover installation of 24,000t topsides.
  • Barge load-out and sailaway of modules including load-out of 24,000t topsides.
  • Jack-up of 24,000t topsides and set down on 6,000t deck support frame.
  • Offshore heavy lifts including 700t primary pile installation and flexible reels up to 250t.
  • Offshore installation of rigid jumpers up to 24” diameter.
  • Offshore installation of XMTs, umbilicals and spool-pieces.
  • Recovery and rectification of submerged buoy moorings.
  • Vessels’ mobilisation including verification of seafastening and installation aid design.
  • Bulk cargo load-out and sailaway on cargo vessels, including line-pipe.
  • Road transport of project cargos
  • Suitability surveys of vessels including AHTS and barges

Hugues Delanoue

Hugues is a Structural Engineer at LOC London, and his role is to provide consultancy and engineering services for a variety of marine and offshore operations.

He has worked on many of LOC’s Marine Warranty projects, both as project engineer and project manager, including attendance at Hazid meetings, loadout and sailaway operations.

Hugues was previously employed in the plan-approval department of a leading classification society, where he was engaged in the verification of hull structure designs as well as research projects for the development of the society’s Rules.

Phil Flanagan

Phil is an Associate of LOC and is based in London. He is a Chartered Civil Engineer and provides structural engineering consultancy services to ship owners, P & I Clubs, lawyers, insurance companies and other members of the maritime community. In particular Phil specialises in the investigation of structural damage to offshore platforms and jack-up rigs.
Phil’s work includes the investigation of cause and extent of damages, advice, design and costing of repair options.

He has worked globally with LOC, and previously worked on international multi-disciplinary offshore oil and gas development projects.

Richard Fowles

Richard, a Structural Engineer, has more than 20 years of structural design experience, mainly in offshore oil and gas projects.  His current role in LOC Perth is as a Structural Engineer, MWS and Project Manager.

Previous years working for a subsea design and construction company, he was involved in providing structural design support and guidance on subsea related components pertaining to both flexible and rigid pipelines and risers, pipelay equipment as well as general installation aids and seafastening designs.

Huang Ling Jie

Ling Jie is a Structural Engineer, who joined LOC’s Singapore office in 2009.

He has been involved in several of LOC’s offshore projects, attending to witness and approve the lifting, seafastening and load out of oil platforms, modules and associated equipment. He also carries out document reviews.

Prior to joining LOC, Ling Jie worked on the outfitting, design and lifting of an oil rig in Singapore, and also spent several years in China involved in structural design.

Brian Jones

Brian is a Chartered Civil Engineer, Registered Subsea Engineer and Associate Director of LOC in London. He specialises in offshore oil and gas energy projects including deepwater, pipelines, subsea and civil engineering aspects.

His background includes engineering and management roles with contractors, consultants and oil and gas companies. He has managed integrated projects, particularly field developments with significant upstream/downstream elements, developing and understanding the key commercial and technological issues with projects, both at component level (i.e. pipeline) and national level (i.e. LNG).

He has acted as the ‘champion’ for the development of innovative concepts including pipelines, risers & umbilicals and autonomous subsea power. He is a registered Subsea Engineer and has also gained commercial diver qualifications.

Brian is an Associate Member of the Academy of Experts and has provided expert witness reports.

Ng Yan Lin

Yan Lin joined LOC Singapore in 2008 as a Structural Engineer.

She has worked on a number of LOC’s offshore projects, carrying out document reviews and calculations, as well as attending and approving a variety of marine operations. These have included lifting, seafastening, loadout of offshore oil platforms, modules and associated equipment.

Prior to joining LOC Yan Lin was involved in the fabrication and lifting of modules of a new build FPSO hull.

Kervin Yeow

Kervin Graduated from UWA with a 1st Class honours degree in Civil Engineering, he continued to obtain his PhD in Engineering where he specialises in hydrodynamics and the mechanics of scour along offshore pipelines.

Kervin, is a  Project Manager of LOC Australia – Marine Warranty Services. His fixed object work has been energy-related, dealing with both design and installation of offshore oil and gas structures. He has been involved in a number of high-profile offshore construction projects in Australia. The projects have included the heaviest topside float-over installations to date, jacket launches and installation, caissons floatoff and installation, STP Buoy and Mooring installation and Offshore Heavy lift installation.
