Mark Lomas

Mark Lomas is a Master Mariner and is the Marine Manager of LOC Middle East, based in Dubai.

He is experienced in all areas of maritime casualty work, including salvage and wreck removal, vessel loss and causation, pollution incidents, groundings and strandings, cargo damages and associated claims. He has worked around the world on many of the high profile cases involving LOC over the last few years and is especially well versed and connected in the Middle East, Indian and Sub Continent markets.

He also acts for all the major insurers for demolition and final voyages both during the inspection and investigation stages, and has been involved in all aspects of marine warranty work, acting as marine warranty surveyor on offshore installations in excess of 14,000 tons.

Paul Miles

Paul is a Director of LOC Group and the Regional Director of LOC Middle East, based in Dubai. He is a Chartered Civil Engineer specialising in fixed object damages and in the loadout, transportation and installation of offshore structures.

His fixed object damage work involves investigation of cause and extent of damages, advice on repair options/costs and the organisation and management of repair contracts. He has attended in numerous locations in the Middle East and around the world from Argentina to Vietnam.

In the offshore sector, Paul has acted as marine warranty project manager on several high profile projects in the Middle East that have involved loadout, transportation and installation of jackets, decks, SBMs, pipelines, process modules, jack-up rigs, FPSOs, risers, PLEMs, expansion spools, piling and other associated items.

Richard Bailey

Richard is a consultant at LOC Dubai. Richard has a degree in Mechanical and Marine Engineer, is a Chartered Engineer and Member of the Institute of Marine Engineering, Science and Technology.  He has acted as Technical Superintendent and Fleet Manager for Novoship and then Superintendent Engineer for Mideast Ship Management before he joined SCUA Middle East in 2012 which was acquired by LOC in early 2013.

He has been involved in numerous H&M investigations and claims, accident / incident route cause analysis, as well P&I and cargo survey work. Richard is a qualified ISM auditor with extensive experience in ship audits and inspections, including pre purchase inspections. He also has detailed knowledge of oil and chemical tanker operations and the SIRE and CDI vetting systems

Paul Bryan

Paul is a Master Mariner and a consultant with LOC, primarily operating from the Dubai office. He has 30 years’ experience in the marine industry, including service on AHTS vessels and 6 years as a licensed Pilot on a major estuary in the United Kingdom.

An experienced ship handler, he has advised on pilotage and navigation matters, groundings and unsafe port matters. He has attended a number of salvage operations and wreck removals on behalf of P&I Clubs, and has also undertaken collision investigations and speed and angle of blow studies.

Paul has acted as marine warranty surveyor for numerous loadouts, transportations and installations of structures including jackets, decks and modules.

Patrick Cannie

Patrick Cannie is a marine engineer and manager of Hull and Machinery at LOC Middle East. Patrick is a Fellow of the Institute of Marine Engineering, Science and Technology and holds an unlimited Chief Engineer’s Licence and sailed with Mobil Tankers and Thoresen Car Ferries. He was the Senior Mechanical Engineer in a power station in the UAE, before returning to Dubai in 1986. He gained experience as a Ship Repair Manager prior to becoming a surveyor, and has been a surveyor since then, opening the SCUA Middle East office in September 1992. He was the  General Manager until he acquired the franchise in 2003, and it was acquired by LOC in early 2013.  Pat has extensive experience with all types of marine and engineering claims and has dealt with some of the largest casualties in the Middle East region.

Craig Winterton

Craig is marine consultant at LOC Dubai. Craig started his career as a Deck Officer in 1995 and reached the rank of a Master in 2008. He holds a South African Master FG Certificate complying with STCW 95 convention, unlimited in tonnage, together with a British certificate of equivalence.

He has worked with Safmarine, Tall Ships Shipping and Maersk Management.  His seagoing experience in both global and regional specific trading includes large size Container Container vessels, general bulk carriers, general cargo and multipurpose vessels.  Craig’s career at sea spanned for 18 years, five of which were in the capacity as Master with Maersk Container Lines.  During his time as Master he held command on all 8 classes of ships that Maersk has in its fleet ranging, from GRT 27000 to GRT 87000.

Since 2000 Craig has been carrying out survey work for local companies in South Africa, including P&I surveys, on and off hire surveys, draft surveys, bulk cargo claims and accident and investigation claims. During his surveying career he has worked as Super Cargo for Eskom and Gas Turbine Projects and Marine Superintendent for Murray and Roberts during the dry-docking of two of their two tugs.

Alan Cundall

Alan is based at LOC Dubail.  He is an Incorporated Marine Engineer with over 30 years experience in the industry. Alan has extensive offshore and DP experience including over 15 years service as Chief Engineer on DP class 2 and 3 vessels involved in all types of diving and offshore operations worldwide. He has served in various technical roles ashore including vessel manager/superintendent, project engineer for new buildings, and company PMS administrator.

Since joining LOC Alan has been involved in all aspects of DP assurance work including authoring FMEA’s, conducting FMEA and Annual DP trials and DP vessel risk assessments. Alan is an OVID accredited inspector and has conducted numerous ship surveys including  CMID, P&I, H&M and Marine Warranty suitability inspections. Alan has conducted forensic investigations into machinery failures in main propulsion and auxiliary engines, boilers and ship’s cranes. He has conducted numerous final voyage approvals and towage approvals including FSO’s and FPSO’s.

Deepak Singh

Deepak is a marine consultant with LOC Dubai. He is a qualified Master Mariner specializing in Offshore operations. He has served in all ranks upto and including Master on a wide range of Offshore support vessels and cargo ships including bulk carriers, car carriers, OSV, PSV, AHTSV, FFSV.

Deepak has experience in P&I surveys including pre-entry condition surveys, cargo claims, damage surveys and valuation/repair estimates.

Previously he has acted as owner’s rep during the construction and delivery of DP Class I and II offshore vessels and satisfactorily managed numerous ocean towages including demolition towages and multiple tows.

Jamie Simpson

Jamie is a Marine Consultant at LOC Dubai. He is a Master Mariner with over 2 years in command and is experienced onboard; large roll-on/roll-off freight and passenger vessels; cruise; roll-on/roll-off paper product; traditional general cargo with deep tanks and geared container vessels.

He has held Pilotage Exemption Certification for the Humber, Milford Haven, Zeebrugge and Dublin completing all pilotage transits and berthing / unberthing manoeuvres.

In command, Jamie was responsible for the onboard investigation and reporting for cargo damage and claims, passenger incidents and accidents.  He attended drydock / refit periods annually from 2006 to 2012 inclusive at leading European Shipyards.

Jamie has completed P&I Club condition surveys, project cargo inspections and vessel pre-purchase inspections.  He has acted as Marine Warranty Surveyor for offshore construction projects, loadouts and sailaways, as well as surveys for a variety of vessels including heavy lift, semi-submersible heavy load, tugs, supply vessels and cargo barges.

Salvator (Joe) Astorina

Salvator (Joe) Astorina is a senior consultant at LOC Dubai. Joe is a Member of the Institute of Marine Engineering, Science and Technology and holds an unlimited Chief Engineer’s Licence and sailed with Shell Australia’s fleet of crude & product tankers sailing on the Australian coast. Between 1987 and 1991 he was a Superintendent with the fleet before joining the Schulte organisation in Cyprus as a Fleet Superintendent and Technical Manager. Since 2007 Joe was a surveyor with SCUA Middle East which was acquired by LOC in early 2013.  Joe has been involved with a large variety of complex Hull and Machinery claims and investigations.
