Paul Walton

Paul is a director of LOC Hong Kong and brings many years of knowledge and expertise, both afloat and ashore.

Has been in command of panamax, handymax, and handysize, bulk carriers, sailing worldwide.

Paul has considerable experience of a wide range of bulk and break bulk cargoes, ranging from ore, cement, coal, grain, steel products, timber, forestry products, container and project cargoes, including heavy lifts. Additionally, he has broad experience of cargo documentation and port operations.

He specialises in investigations and providing expert advice on all issues relating to bulk and break bulk cargoes, groundings, collisions and unsafe port / berth claims, preparing expert reports for London and Hong Kong arbitrations.

Paul has carried out accident investigations on behalf of Malta Transport (affiliated to the Maltese Flag).

He has an in depth knowledge of the ISM and ISPS codes and is a registered IMCA Surveyor, having conducted surveys on a wide variety of offshore vessels and heavy lift crane vessels / barges.

Scott Lennon

Scott is an Associate Marine Engineer Consultant based at LOC’s office in Hong Kong. He has over 40 years experience in all ranks on several different types of vessel including reefer containers, bulk carriers, gear bulk, VLCC, LPG carriers and chemical/oil product tankers, with 23 years as Chief Engineer.

He has undertaken investigations on behalf of Hull & Machinery and P&I, including both main and auxiliary engine failure, crankshaft replacement, fuel contamination, turbocharger, steering gear, propeller damage and hull repairs.

He has experience of final build, sea trials and delivery of five handy size chemical/oil product tankers from Chinese shipyards, recently attending final build and sea trials on vessel built in Vietnamese shipyards.

Other experience included on hire surveys work and internal SIRE and CDI audits on chemical/oil product tankers and LPG Carriers.

Steve Salt

Steve is a consulting marine engineer at LOC Hong Kong and brings many years of knowledge and expertise, both afloat and ashore. He has sailed as chief engineer on a wide range of vessels throughout his career, latterly on gas and chemical tanker tonnage. sailing worldwide. Steve also spent  considerable  time engaged  with  new  build vessel  supervision  in  far  east and European shipyards, delivering chemical and LPG gas carrier vessels. After  coming  ashore  in  1999,  he  continued  to  develop  his ship management  knowledge  working  as  operations  and later  as  technical  ship  manager  responsible  for tankers, bulk, RoRo and offshore FSU facilities. His  first  involvement  with  marine consultancy  came  about when  he  returned  to  UK  in  2010  and  started  a  marine management company offering  consultancy  services  to  the marine industry both in UK and Cyprus.  During this time he served as an expert witness at arbitration.

Edward Wollaston

Edward is an Associate with LOC Hong Kong, a Chartered Engineer and a member of the Royal Institution of Naval Architects.  He is particularly experienced in Classification and ship structural matters. Since joining LOC he has undertaken accident investigations, damage surveys, acted as Marine Warranty Surveyor and managed warranty projects. He has prepared expert reports for arbitration in London and in Mumbai. He has investigated claims for P&I clubs, insurers, flag states and law firms; establishing causes of incidents, and carried out mooring and stability analyses. He has also provided technical advice on wreck removal, salvage operations and newbuild disputes.

Edward previously worked as a Classification surveyor for Det Norske Veritas in the UK, Netherlands, Germany, France, Belgium, Norway and China.
