David is a Chartered maritime Civil Engineer, a Director of LOC Group and Regional Director, Americas.   He is based in Houston and specialises in fixed object damages and in the transportation and installation of offshore structures.

His fixed object work includes investigation of cause and extent of damages, advice on repair options and costs and the organisation and management of repair contracts.  He has been expert witness for a number of fixed object disputes, and has provided expert testimony both under deposition and in formal written reports.

He has been project manager of LOC’s largest and most high profile contracts for marine warranty survey services on offshore oil and gas development projects worldwide, in shallow, deep and ultra deep water environments

Lawrence is a Marine Engineer who has served in all engineering ranks up to Chief Engineer on both steam and motor vessels. He also has extensive ship management superintendency experience.

An Associate Director with LOC Houston, he has acted as consultant and expert witness on maritime claims investigations and disputes, including fire investigations, hull and machinery (H&M) damage and repair disputes. He has given expert testimony both at deposition and trial in the USA and Central America.

Lawrence has conducted many surveys and audits including H&M surveys, P & I condition surveys, pre- purchase surveys and technical and management evaluations on a wide range of vessels for various parties. He has also been appointed on behalf of oil industry clients to assist with FPSO conversion evaluations and to carry out audits of dynamic positioning systems on offshore construction vessels.

Robert is a Master Mariner and an Associate Director of LOC Inc. He has extensive experience and expertise in oil and chemical tanker operations, and prior to joining LOC was a Marine Superintendent with a leading tanker operator, with particular responsibility for the company’s ship-vetting programme.

Since joining LOC in 2003, he has attended a wide variety of major casualties including salvage operations, groundings and collisions, and carried out investigations into numerous types of liquid cargo contaminations.

Robert has operated as marine warranty surveyor and as client’s marine assurance representative on several major offshore projects. He has also acted as towmaster for a major near-shore construction project.
