Peter Baggaley

Peter, a Chartered Structural Engineer, is Managing Director of LOC London and Manager – Marine Warranty Services for LOC Group. He specialises in the transport and installation of offshore oil and gas structures, as well as damages to steel structures.

His fixed object work has been energy-related, dealing with investigation of cause and extent of platform and jack-up damage, as well as acting as expert witness for offshore installation losses.

Peter has acted as MWS project manager responsible for a number of high-profile offshore construction projects worldwide. These projects have included the heaviest topside float-over installations to date, concrete GBS installations, jacket launches, FPSO transports, subsea and pipeline installations from shallow to ultra-deep water.

Nick Chell

Nick is a Director of LOC London and is a Chartered Marine Engineer. He joined LOC in 1999. He has many years’ seagoing experience with slow and medium speed diesel engines, and has served in all ranks including 5 years as Chief Engineer. He has worked on a wide variety of vessel types including bulk carriers, Ro-Ros, general cargo and reefer container ships.

Nick has wide-ranging experience of casualties and disputes, including bunker disputes, Charterparty disputes involving issues of seaworthiness, surveys and investigations of main and auxiliary machinery, turbo chargers, deck cranes, steering gear, propeller damage and electrical equipment. He has conducted damage surveys following fire, flooding, collision and grounding.

Nick has attended as expert witness at a number of arbitrations and in court, in the UK and overseas.

Mike Frampton

Mike is a Master Mariner and Director with LOC London where he leads in offshore wind farms and wet renewables.

He had a seafaring career spanning 17 years with an oil major, followed by 13 years ashore as Commercial Operations Manager and Casualty Coordinator. Since joining LOC in 2000 he has attended casualties and investigated incidents. He has prepared expert reports and given expert evidence in arbitration in London and New York, the High Court in London and Sydney and to a House of Commons Select Committee.

For offshore wind farms, Mike drafted Guidelines for the Selection and Operation of Jack-Ups in the Marine Renewable Industry for RenewableUK. He has written risk evaluations, project feasibility studies and provided practical marine advice and warranty on constructability, vessel and jack-up use on 26 projects to date.

Paul Hall

Paul is Master Mariner and Director with LOC London who has experience on product tankers, dry cargo vessels, bulk carrier, reefers and heavy lifts.

He has extensive shore management experience as a marine superintendent, operations manager and Quality/ISM Manager in a leading British ship owning and operating coastal product tanker company.

Since joining LOC he has been involved in un-safe port/berth investigations, collision and grounding investigations and has provided advice on all aspects of tanker operations, vessel and cargo damages, ship-handling and operational practices and has undertaken numerous condition surveys of various vessel types.

He has extensive knowledge of the offshore industry and has acted as marine warranty surveyor and consultant for the installation of large offshore and subsea objects, including offshore wind farms.

Peter Holloway

Peter is a Master Mariner, a Director of LOC Group and Regional Director Europe & Africa.

He spent 25 years at sea, 17 of them in command. He specialises in shipping casualties and has acted on a number of significant and high-profile incidents involving salvage and wreck removal. He is on the approved panel of Special Casualty Representatives (SCR).

Peter has prepared reports for, and appeared as, expert witness in courts in London, Mumbai, Aix en Provence, Jersey, Eire and Newcastle, and in a number of arbitrations on cases including Charterparty disputes, unsafe port investigations, pollution, salvage and personal injury.

He has extensive energy project management experience in the offshore and alternative energy sector involving the installation of FPSOs, SBMs, and fixed offshore structures.

Paris Mangriotis

Paris is a Director of LOC London, a Chartered Engineer and a member of the Royal Institution of Naval Architects. He is based in London and is particularly experienced in ship structures and classification matters.

He has acted as consultant and as expert witness on numerous maritime casualties and claims including wreck removal, strength and stability during salvage operations and assessment of salvage dangers. He has provided advice on Charterparty disputes concerning seaworthiness, structural strength and repairs. He has also investigated collisions and conducted anchoring and mooring analyses.

Mark Rossiter

Mark is a Chartered Marine Engineer and a Director at the LOC London.

He has acted as expert witness and given evidence at arbitrations in the UK, and has also prepared expert reports for High Court appearances in personal injury and equipment failure cases. His consultancy experience includes investigation of seaworthiness in several casualties, pollution incidents, hull and machinery failures, vessel fire and flooding damage, and numerous crane failure and vessel performance disputes.

Mark is a fully qualified safety practitioner, providing safety advice for LOC Group, ship owners, oil majors and other interested parties. As a lead auditor for ISM, ISO9001 and OHSAS 18001:2008, he has conducted numerous management appraisals and audits of shipping companies and offshore assets, evaluating failing management and safety management systems and then offering workable, practical solutions.

Mark Ball

Mark is an Associate Director of LOC, based in London. He is a Chartered Maritime Civil Engineer and provides civil engineering consultancy services to ship owners, P & I clubs, lawyers, insurance companies and other members of the maritime community. He specialises in the investigation of fixed and floating object damages and unsafe ports.

This work includes the investigation of cause and extent of damages, advice, design and costing of repair options, organisation, management and supervision of repair contracts as well as advice on port design and layout.

He also has experience in performing, monitoring and supervising underwater inspection of damaged marine structures, coral reef restoration and underwater construction work.

Mark has worked globally with LOC, and previously worked for 12 years on international multi-disciplinary projects in the fields of maritime and port construction.

Keith Charles

Keith is a Maritime Civil Engineer and has over 30 years’ experience in the marine and offshore oil and gas industries.

He is an Associate Director with LOC London, having previously spent 9 years in LOC’s Houston office, where he was the primary point of contact for fixed object damage in the US, Central & South America. His fixed object experience includes investigation of cause and extent of damages to timber, steel and reinforced concrete structures, advice on repair options and costs and the organisation and management of repair contracts, as well as being appointed as expert witness for fixed object disputes.

Keith also specialises in the transportation and installation of offshore structures. He has been involved with several marine warranty survey and marine consultancy projects for offshore oil and gas field developments worldwide.

David Clinton

David is a Chartered Naval Architect and Member of the Royal Institution of Naval Architects. He has 18 years’ experience in both the marine and energy sectors.

He has applied this technical knowledge and experience to both ship and FPSO structures in repair/refit and conversion/new build scenarios. He has also worked with operating FPSOs covering Class and Flag issues as well as inspection, maintenance, and integrity management.

His ship structures experience has covered FEA of structures which include tankers, cruise ships, container ships, semi-submersibles, and both new build and conversion FPSOs. His experience includes ensuring compliance with IMO Regulations and national legislation. David has a strong technical understanding of a wide range of ships and marine floating structures.

Peter Croll

A Chartered Engineer, Peter is Project Engineer at LOC London. He is a qualified Marine Engineer who joined LOC after a career of over 25 years in various aspects of the shipping and marine industries. This included serving as an Engineer Officer on Container Vessels. Peter has experience of design, production, installation and test of equipment for industries as SIESMIC Surveying, Cable Installation and subsea defence applications. He has completed several vessel conversions as Mobilisation Engineer to make them suitable for the installation of power cables in the offshore renewable and power sector.

Peter has acted as Marine Warranty Surveyor for numerous renewable energy projects, including document and procedure review, participation in HIRA and Vessel suitability surveys. He has a particular interest in cable lay and marine renewables projects.

His consultancy experience at LOC includes advice to companies and industry bodies involved in wave, wind and tidal energy device development and deployment.

Peter has an M.Eng degree in Mechanical Engineering and is a Member of Institute of Engineering Designers.

Hugues Delanoue

Hugues is a Structural Engineer at LOC London, and his role is to provide consultancy and engineering services for a variety of marine and offshore operations.

He has worked on many of LOC’s Marine Warranty projects, both as project engineer and project manager, including attendance at Hazid meetings, loadout and sailaway operations.

Hugues was previously employed in the plan-approval department of a leading classification society, where he was engaged in the verification of hull structure designs as well as research projects for the development of the society’s Rules.

Phil Flanagan

Phil is an Associate of LOC and is based in London. Danny Golden

Danny is an Associate Civil Engineer and Naval Architect based in the London office. He provides advice on fixed object damage, unsafe ports, maritime civil works, stability and structural analysis of vessels. He advises on the transportation and installation of offshore structures for the maritime community, including P&I Clubs, lawyers, vessel owners, wind farm developers and terminals.

Aime Harrison

Aime is an Associate of LOC, based in London.  She is a Chartered Civil Engineer with a doctorate in Geomechanics and provides both geotechnical and civil engineering consultancy services to ship owners, P & I clubs, lawyers, insurance companies and other members of the maritime community. Aime specialises in the investigation of mineral cargo liquefaction, fixed and floating object damages and site suitability assessments for offshore structures. This work includes providing technical expert advice to the IMO for amendments to the IMSBC Code, the investigation of cause and extent of damages to both mineral ore cargoes and fixed and floating objects, as well as advice on ground investigations and geotechnical analysis for offshore and near shore structures.

Aime has previously worked on international multi‑disciplinary projects and site investigations for offshore, marine and onshore construction, and she has led research projects on soil mechanics. Warren Inniss

Warren is an Associate and Naval Architect, based in LOC’s London office.

Since joining LOC in 2008 he has undertaken a wide range of investigations on behalf of Owners, Admiralty lawyers and P&I Clubs.

He has particular skills in the use of key problem-solving software such as MOSES, Orcaflex, STAAD, GHS and in Finite Element Analysis.

He has performed various analytical tasks for projects in the offshore and shipping industry including stability calculations, single-body and multi-body motion analysis, mooring and towing analysis, structural and hydrodynamic modelling.

Kamrul Islam

Kamrul is Master Mariner and Consultant at LOC London. Kamrul has experience on product tankers, crude oil tankers, OBO, bulk and log carriers. He has extensive shore management experience as a marine superintendent, operations manager, HSSE Manager and Fleet manager in a Singapore based company owning and operating small / medium sized product and chemical tankers. Since joining LOC, Kamrul has been involved in all aspects of oil tanker operations.

Nigel James

Nigel is a Master Mariner and Associate Director of LOC, with primary responsibility for marine casualties. Nigel is also an approved SCR.  Based in the London office, he has a broad base of marine industry experience on oil, gas and chemical tankers, dry bulk carriers and container vessels.

He has extensive experience within all aspects of marine casualty response, incident management and accident investigation, including unsafe port and cargo claims, and salvage and wreck removal operations.

He has attended major offshore oil, gas and renewable energy construction worldwide for marine warranty and consultancy purposes. He has also been involved with decommissioning tenders and is a member of the SUT Salvage and Decommissioning committee.

Having worked both at sea and ashore within the container industry, Nigel has an in-depth knowledge of container operations and intermodal logistics throughout the supply chain.

Andrew Johnstone

Andy is a Chartered Naval Architect based at LOC London, having transferred from LOC Rio de Janeiro in 2013. He has acted as consultant on a wide variety of maritime casualty matters, including the salvage and re-floating of various vessels and offshore semi-submersible drilling rigs and production platforms. He has also investigated hull and crane damages, vessel fires and collisions. He is a registered OVID inspector.

He has been appointed technical expert and produced written expert reports for a number of legal cases, and has been deposed in some instances.
He has acted as project manager and marine warranty surveyor for a number of offshore projects and has attended numerous marine operations in this role. Andy previously worked for a large UK naval shipyard and Offshore Division of a leading classification society.

Brian Jones

Brian is a Chartered Civil Engineer, Registered Subsea Engineer and Associate Director of LOC in London. He specialises in offshore oil and gas energy projects including deepwater, pipelines, subsea and civil engineering aspects.

His background includes engineering and management roles with contractors, consultants and oil and gas companies. He has managed integrated projects, particularly field developments with significant upstream/downstream elements, developing and understanding the key commercial and technological issues with projects, both at component level (i.e. pipeline) and national level (i.e. LNG).

He has acted as the ‘champion’ for the development of innovative concepts including pipelines, risers & umbilicals and autonomous subsea power. He is a registered Subsea Engineer and has also gained commercial diver qualifications.

Will Leschaeve

Will is an Associate and Naval Architect with LOC London, a Charted Engineer and a member of the Royal Institution of Naval Architects. He is particularly experienced in ship stability modelling using GHS software.

Since joining LOC he has acted as a consultant and as expert witness on a number of investigations into the cause of shipping casualties including grounding, capsize and structural failure. He has attended a number of damage surveys to determine the extent and cost of damage incurred during collision and grounding incidents. He has also provided technical advice on salvage operations.

Previously employed by a classification society in their Ship Emergency Response Service, he worked on many key casualty cases involving groundings, collisions and stability loss in adverse weather conditions.

Prior to that Will was involved in analytical research, working in surface ship hydrodynamics and with ship concept design teams.

Howard Longley

Howard is an Associate Director of LOC London and is an Incorporated Marine Engineer. He joined LOC in 1997 following a career at sea and in fleet management for a major shipping company, developing aspects of international containerisation. He has worked on a wide variety of vessel types including passenger ships, Ro-Ro, general cargo and reefer container ships.

Howard has experience with a wide range of maritime matters, casualties and disputes, with instructions including Charterparty disputes, salvage, wreck removal, management investigations, company assessment, technical due diligence, surveys and investigations of main and auxiliary machinery, deck cranes, repairs and new buildings.

Chris Mallett

Chris is a Master Mariner and a UK-based consultant to LOC. He specialises in the marine operations of jack-up rigs and barges.

He has 25 years’ involvement with the transport, towage, positioning, and jacking of all types of barge, and has supervised several hundred offshore operations acting in the capacity of rig mover or marine surveyor. He has conducted investigations of jack-up accidents and has advised on recovery operations.

Chris is the author of an industry guideline document for the operation of jack-up barges and has written expert reports on jack-ups for legal and insurance purposes. He has been appointed as expert witness serving the High Court in connection with several disputes involving jack-ups.

Robert Kirk McGregor

Kirk is a Master Mariner with over 20 years’ sea going experience. He has command experience and has served on various vessel types such as passenger, Ro/Ro passenger, container, geared container, multi‑purpose and AHTS vessels, including both liner trades and worldwide tramping, carrying break bulk and project cargoes.

Having been a surveyor with a high quality British shipping register, he is an able ISM & ISPS auditor with extensive practical experience of verification audits, International Labour Organisation and Flag inspections of various ship types including commercial yachts.  He has also carried out Flag casualty investigations.

Kirk was a licensed pilot and previously worked as Deputy Harbour Master for a small port on the UK south coast.  He has a working knowledge of the Port Marine Safety Code (PMSC) and has dealt with MCA coded small commercial vessels.

During his time as Master he was involved in the rescue of shipwrecked persons in the Caribbean and also a marine casualty in the Far East.  He is a proficient ship handler and held Pilot exemptions for ports in the Persian Gulf and Europe on geared container vessels.

Mike McLachlan

A Chartered Marine Engineer, Mike is an Associate Director based in the London office. He is a qualified Chief Engineer who joined LOC after completing over 30 years’ service in the Royal Navy, serving in all ranks from mechanic up to Lieutenant Commander.

Nikzad Nourpanah

Nikzad is a Pipeline Engineer and Consultant as LOC London. Nikzad has a technical background in design and analysis of subsea pipelines and offshore structures. Within LOC, Nikzad is a member of the energy team for oil and gas projects.

Nikzad provides technical review of MWS projects and also acts as an onsite surveyor. He has expertise in design and analysis of offshore pipelines and structures, linear and nonlinear Finite Element modelling of pipelines and offshore structures (softwares such as ABAQUS and SACS), engineering criticality assessment of pipelines, fracture and fatigue, hydrodynamic loading on pipelines and offshore structures. Prior to joining LOC, Nikzad worked for an offshore installation company, specialising in jacket platforms and pipelines, with experience in lifting, launching, sea transportation and sea-fastening design. Nikzad has also performed academic research on fracture response of offshore pipelines subject to large plastic strains.

Simon Pollard

Simon is an Associate Director with LOC, based in the London office. He is a Chartered Naval Architect with over 30 years’ experience covering all ship types, working on single and multi-discipline projects. His experience covers new build and conversion projects, Ro-Ro ferry stability and high speed craft. He has worked with shipyards worldwide.

Since joining LOC, Simon has carried out a number of technical, salvage and casualty investigations. These have included bulk carrier, car carrier and river cruise ship damage surveys and data gathering, review of salvage plans, stability assessments, a bulk carrier drift analysis and chartering contract disputes.

He has investigated and provided technical advice on a range of newbuilding contractual disputes. He has carried out marine warranty stability assessments for heavy lifts, towage scenarios and dock ship loadouts.

Clive Rees

Clive is a Master Mariner and Marine Consultant with LOC and has over 30 years sea-going experience in all ranks on Bulk Carriers, General Cargo and Tanker vessels, with over 18 years as Master on Cape and Gear-bulk carriers and General Cargo vessels. He has extensive ship-handling experience in a variety of different sized vessels.  He also has extensive experience in the loading, carriage and discharge of a wide range of Bulk and Break Bulk Cargoes ranging from Grain type, various Ore / Concentrates, Steel, Steel Products, Timber and Forestry Products, Containers, Project Cargo and Concentrated Orange Juice. Clive has long experience in the on board training of British and Filipino Deck Cadets.

During his time as Master he has embarked on fixed trading routes as well as worldwide tramping voyages via the Panama Canal, Suez Canal, through the Strait of Magellan, the Malacca Straits and around the Cape of Good Hope.

Aureliano Schirripa

Aureliano is an Associate and Naval Architect with LOC London. He is particularly experienced in intact and damage ship stability and has expert knowledge in ship surveying. Since joining LOC, Aureliano has provided extensive ship emergency response by providing naval architectural support to major casualties. Prior to joining LOC, Aureliano was a Ship Surveyor in southern Italy and head of the Lloyd’s Register Taranto office.  In addition, he has worked as assistant technical director supervising the maintenance and new construction of Ro-Ro passenger vessels for Moby lines.

Andrew Squire

Andrew is the Chief Executive of LOC Group and is based in London.

He is a Chartered Naval Architect with particular experience of investigating the cause of ship casualties. He has specialist knowledge of naval architectural aspects of salvage and wreck removal operations. He also has considerable experience as a marine warranty surveyor on offshore oil and gas projects worldwide.

Andrew has acted as expert witness in court and arbitration proceedings in the UK as well as overseas, including the USA and Singapore. He acted as lead expert on behalf of the Derbyshire Family Association in the UK’s re-opened formal inquiry into the loss of the bulk carrier “DERBYSHIRE”.

Sudhir Malhotra

Sudhir is a Master Mariner and Marine Consultant at LOC London. Sudhir has extensive expertise at sea sailing on Cruise vessels, Container vessels, Crude Oil Tankers and Bulk carriers. He also has several years’ experience ashore as a marine superintendent and quality manager for a blue-chip company operating over 100 Pure Car Carriers.

Since joining LOC in 2011, Sudhir has acted as a Marine Consultant and as a Marine Warranty Surveyor carrying out a large number of condition surveys and pre-purchase surveys on a variety of vessels including tugs, supply vessels, semi-submersible heavy-lift vessels and barges. He also has experience in reviewing and approval of documentation, attendance and witnessing of towage approvals, load outs and transportation of offshore assets. He has undertaken investigations on behalf of ship-owners and P&I clubs into subsea asset damages and container ship damages due to fire.

Richard Tanguy

Richard is a Master Mariner and an Associate of LOC. He is based in London and has over 44 years seagoing experience principally on LPG, LNG  and oil tankers but also on dry bulk carriers. He has sailed in all ranks  for over 35 years solely on  LPG, clean products, and LNG tankers. He has extensive experience of ship-to-ship transfer operations on  LPG tankers in both sheltered and open water environments.

His seagoing  experience on gas carriers includes a number of periods of newbuilding and shiprepair supervision in shipyards worldwide. He has worked as a liaison officer for “EUNavfor” which included  giving advice to ships and owners on anti-piracy precautions in the waters off Somalia. As Marine Consultant and Marine Warranty Surveyor he has carried out condition surveys of various vessels for use on offshore projects and has experience in supervising, witnessing and approving the lifting of heavy and project cargoes for the offshore industry. He has also investigated and advised on damage claims involving oil and gas tankers.

Stuart Wainwright

Stuart is a Master Mariner and a marine consultant with LOC London.  Stuart has a seafaring career spanning over 30 years with Command experience on Ro-Ro ferries and fast multi-hull vessels.  He also has extensive experience and knowledge of aluminium catamarans, both fast ferries and crew transfer vessels, for the offshore industry.

Stuart has carried out a vast number of condition surveys on a variety of vessels on behalf of insurance interests and for offshore contractors and oil companies.  He has, as a consultant and as a Marine Warranty Surveyor, experience in reviewing and approval of documentation, attendance and witnessing of towage approvals, load outs and installation of offshore assets.

Paul Whyte

Paul is a Master Mariner and Consultant at LOC London. He is an Associate Fellow of the Nautical Institute and Royal Navy qualified Specialist Navigator. Paul was honoured with an MBE for his contribution to Humanitarian Relief following the 2004 Boxing Day Tsunami.

Paul has 37 years’ sea-going experience working on a broad range of commercial and primarily military vessels and 12 years sea command experience on a variety of naval auxiliaries undertaking global operations, particularly maritime and anti-piracy operations, including winter navigation in high latitudes and ice navigation in the South Atlantic, as well as transit of many inland waterways. His practical and theoretical knowledge of ship handling, bridge resource management, regulations for preventing collisions at sea, bridge systems and precision navigation compliments his experience with both traditional and electronic navigation.

Paul has provided Expert Witness report for salvage dangers, grounding and unsafe port/berth claims and as a Marine Warranty Surveyor he has undertaken a number of surveys that have included offshore vessels, barges, jack-up vessels, workboats, tugs and a passenger vessel.
