Since opening in 1988 we have acted as warranty surveyors on the vast majority of the region's major offshore oil and gas, onshore LNG, and mining development projects. We have also acted for insurers on major salvage and wreck removals including the management of the highly publicised “West Atlas” wreck removal project. Alex Harrison

Alex is a Chartered Engineer and Naval Architect. He is the Technical Director of LOC Group and Managing Director of LOC’s office in Perth, WA, having previously been based in its Stavanger and London offices.

His experience includes management and performance of marine warranty, special marine consultancy and surveying services for oil field development companies, installation contractors, P & I clubs, lawyers, owners and charterers worldwide.

He has wide-ranging experience in the planning, engineering and marine warranty approval of the loadout, transportation, installation and decommissioning of offshore and onshore oil and gas structures up to 100,000t in weight. He has been involved with numerous FPSO development projects in waters up to 1000m in depth

He has also worked on a variety of cases including collisions, groundings, stability, cargo losses, dock and loading terminal damages, and construction contract disputes. Alex recently acted on behalf of insurance interests as contract representative for the management of the West Atlas drill rig wreck removal operations in the Timor Sea.

Phil Griffin

Phil, a Master Mariner and Marine Management & Logistics Specialist, is Director – Marine at LOC (Australia) and manages LOCA’s marine support services to our Marine Warranty clients & teams, and to our offshore energy and shipping Clients within (and intending to enter) the Australasian market.

An OVID accredited surveyor and ISM/QA auditor , Phil also coordinates and undertakes vessel audits and surveys in respect of suitability and fitness to purpose.

Phil provides expert review and advice in respect of marine Project & execution planning; offshore drilling campaign planning & execution;’ marine & offshore risk management, and shipping & chartering matters. Additionally, Phil has a sound knowledge of offshore sustainable energy methodologies & crossovers from the offshore hydrocarbon industries

Adam Solomons

Adam is the Engineering Director at LOC’s office in Perth, WA. Here he specialises in the transportation and installation of offshore oil and gas structures with an emphasis on roll-on/roll-off operations.

As a Naval Architect and Design Draftsman he has experience in Marine and Engineering Consultancies; Heavy Lift and Transportation Firms; Naval Shipyards and Design Offices in Australia and the UK.

Adam has acted as MWS project manager responsible for a number of high-profile onshore LNG construction plants and offshore construction projects. These projects include major offshore installations in the North Sea, Azerbaijan and Offshore Australia.

Nathan Atkinson

Nathan is a Naval Architect/ Marine Warranty Surveyor in the Perth LOC Office.  He is a naval architect specialising mainly in marine warranty consultancy and engineering reviews across various marine and offshore operations, loadout, seafastening and transportation.

He has predominately been involved in the review and execution of transportation and the offshore installation of project related equipment such as deck modules, flare booms, drilling/ piling, line pipe, umbilical, riser and other associated subsea infrastructure.

Colin Spence

Colin, a Naval Architect and Associate at LOC Australia, specialises in the Project Management of Marine Warranty operations performed by LOCA.

Milestone projects completed to date since joining LOC include the Pluto Onshore Module Transportation, West Atlas Wreck Removal, Montara Recovery Project and the RGP6 Expansion project.

Through his work on these major projects, as well as a number of smaller projects, Colin has been able to work with project teams on the development of procedures and analysis for loadouts and discharges (RoRo, LoLo), ocean transports (towed barge, self propelled vessels, self floating structures) and offshore installation operations (jacket, topside, SURF, moorings, pipelines, subsea structures).

Through his work on the West Atlas Wreck Removal and Montara Recovery project, Colin has also had exposure to the unique challenges presented whilst working on salvage and decommissioning operation within an oil and gas field.

Daniel D’Olieslagers

Daniel is a Marine Engineer and an accredited OVID Surveyor at LOC Australia.. He specializes in DP operations and vessel survey coordinating. He has served in all engineering ranks up to Chief Engineer. For most of his seagoing career he has served worldwide on underwater construction vessels like Trailing Suction Hopper Dredgers, Cutter Suction Dredgers and  Backhoe Dredgers but has also sailed on merchant vessels. For the past 5 years, Daniel has been working  in the oil and gas industry, specialized in MODU’s and Deepwater Anchor handlers. He has been involved in the commissioning and the FMEA trials of a 6th generation Ultra Deepwater Semi Submersible, Dry-Docking several AHTS vessels as a superintendent and has done various DP II FMEA trials on Offshore Supply Vessels in Austral-Asia.

Ervin Fernandez

Capt. Ervin J. Fernandez has over 15 years international shipboard experience on Container vessels, Bulk Carriers and Oil Tankers. Following coming ashore in 1996 he has acted both as an in-house and as an independent Marine Consultant to range of high profile clients.

His experience includes; Vessel Oil Major Inspections, Vessel Pre-Purchase and Condition Surveys for Owners and P& I Clubs, Tanker Safety Auditing, ISM Training and Auditing for Ship Owners,  P&I Club Casualty/Collision/Pollution Investigations, Expediting and Oil Loss Control for Oil Majors and Terminals, Marine Warranty attendance for suitability survey of vessels and witness and approval of project cargo loading and discharge activities.

At LOC, Australia Capt. Ervin is mainly involved in OVID inspections as well as Condition & Suitability Surveys. He also undertakes various supporting Warranty Surveyor roles.

Tim Field-Dodgson

Tim joined LOC Perth early in 2012 as a recent honours graduate in Ocean Engineering. Since coming aboard Tim has worked as a Marine Waranty Surveyor primarily involved with transport and installation of offshore oil and gas structures and has gained experience in a wide range of operations including Subsea Installation, Shallow and Deepwater Pipelay, Heavy Lift, Roll On Roll Off and Heavy Road Transport.

Tim also brings to the group significant experience and theoretical knowledge of mooring analysis and hydrodynamics of subsea and floating systems.

Richard Fowles

Richard, a Structural Engineer, has more than 20 years of structural design experience, mainly in offshore oil and gas projects.  His current role in LOC Perth is as a Structural Engineer, MWS and Project Manager.

Previous years working for a subsea design and construction company, he was involved in providing structural design support and guidance on subsea related components pertaining to both flexible and rigid pipelines and risers, pipelay equipment as well as general installation aids and seafastening designs.

Nathan Grace

Nathan is an Ocean Engineer predominantly engaged in Marine Warranty Services for LOC Perth. His current work is centred around the energy sector, dealing with transport and installation of offshore oil and gas structures and pipelines.

Nathan has extensive experience approving offshore pipe lay operations, including small and large diameter shallow water pipeline installations, trenching, riser stalk-on and above water tie-ins. He has also reviewed and approved load-ins and load-outs utilising Heavy Lift Vessels and Self Propelled Modular Transporters.

Graham Jacob

Graham, a Chartered Engineer (Naval Architecture) specialises in the management and provision of Marine Warranty Services related to the loadout, transportation, discharge and installation of modules for the offshore oil and gas industry.

Prior to joining LOC, Graham has spent 10 years working in the offshore oil & gas industry as a Naval Architect on projects including; barge transportation of jackets, topsides and other modules; lift /lowering analysis of subsea structures; installation and removal studies of permanent equipment; mooring analyses; and various structural analyses

He has also acted as Vessel & Equipment Manager for new and existing Offshore Construction Vessel and associated Pipeline Trenching equipment, including acting as interface between vessel and projects; Project Manager for new Offshore Construction Vessel and Pipeline Trenching spread and Naval Analysis Manager

Graham is also a time served heavy equipment fitter with significant experience with high speed marine engines, transmissions and associated systems.

Anil Muthukattu

Anil is a Chartered Engineer, Naval Architect and Marine Warranty Surveyor at LOC Perth.  He has more than eighteen years experience in the Oil and Gas and Ship Building Industry. He specialises in the engineering and marine warranty approval of load out, transportation and installation of offshore oil and gas structures and has acted as marine warranty surveyor for various Oil and Gas projects in Australia.  His experience includes design of ship and offshore structures; mooring analysis; transportation analysis; strength and stability analyses; motion analysis; grillage and sea-fastening designs; and supervision of ship repairs.

John Samuel

Jeff Seale

Jeff a Master Mariner is employed as a Marine Consultant / Warranty Surveyor. During his seagoing career he sailed on a variety of dry-cargo vessels including general cargo, liner, bulk, container and off-shore vessels. He has extensive experience with sensitive cargoes (mineral sands, grains etc. from Australia & fertilizers to Australia) and is frequently called to assist owners and charterers when vessels are scheduled to call at Australia. Since coming ashore in 2009, Jeff has qualified as a member of the Nautical Institute (AFNI – Associate Fellow) and International Institute of Marine Surveying (MIIMS – Full Member). His practical and commercial experience has resulted in his services being utilized by P & I and Salvage companies for assignments throughout Asia, Korea, China and Australia. He is frequently instructed by various legal firms to assist with nautical advice and prepares expert statements as appointed. Jeff also undertakes vetting inspections of bulk carriers on behalf of Rightship Pty Ltd, and he is also an approved Nautical Government surveyor for Antigua and Barbuda.

Matthew Williamson

Matthew is a Chartered Engineer with the Royal Institution of Naval Architects. He has a background in ship design with significant experience in dealing with Flag States, Class and Naval Authorities, Matthew has spent a large amount of his career designing and building vessels with involvement from concept through build to acceptance trials and in service support. Previous employment has included major shipyards as well as a main propulsion train and engine supplier.

Matthew  is currently engaged as a Marine Warranty Surveyor for LOC Perth. His time in this role has been spent principally in the performance of Technical documentation review and site approval attendances for large scale Australian LNG energy infrastructure projects along with some smaller offshore decommissioning works.

Kervin Yeow

Kervin Graduated from UWA with a 1st Class honours degree in Civil Engineering, he continued to obtain his PhD in Engineering where he specialises in hydrodynamics and the mechanics of scour along offshore pipelines.

Kervin, is a  Project Manager of LOC Australia – Marine Warranty Services. His fixed object work has been energy-related, dealing with both design and installation of offshore oil and gas structures. He has been involved in a number of high-profile offshore construction projects in Australia. The projects have included the heaviest topside float-over installations to date, jacket launches and installation, caissons floatoff and installation, STP Buoy and Mooring installation and Offshore Heavy lift installation.
