Marine and Engineering Consultancy

In addition to its core business lines, LOC also offers a wide range of other marine and engineering consultancy services.

These focus on a variety of aspects of these businesses, including the load-out, transportation and installation of offshore oil and gas facilities, the decommissioning and removal of offshore structures, alternative energy (such as offshore wind farms), ports and harbours and general maritime transportation, and include the following types of assignments:

Studies and Assessments

We can undertake studies and assessments to evaluate options, determine feasibility and assess operations and methodologies for a wide variety of subjects including:

Guidelines, Specifications and Manuals

We are able to draft and prepare a variety of marine specific guidance documents, specifications, policies and manuals, and also provide the necessary expertise to assist in the implementation of such documentation as required. This service includes:

  • Guidelines for the planning, design and execution of complex and unusual marine operations
  • Functional specifications for marine operations
  • Emergency response manuals (SOPEP, SMPEP)
  • Preparation and implementation of ISM/ISO
  • FPU and Semi-submersible marine operations manuals

Marine Operations Planning and Design

Design and preparation of detailed procedures, contingency plans and associated engineering and analysis for various types of load-out, transportation and installation operations, including the design of ancillary temporary facilities and structure, such as loading or offloading jetties, grounding pads, moorings, grillage and seafastening, etc


Dynamic Positioning

Our capability for dynamic positioning includes the following:

  • DP surveys, audits and trials
  • Failure Mode and Effect Analyses for both new build and existing DP vessels
  • Annual DP trials
  • DP Capability analyses, including HAZIDs and capability plots
  • DP incident investigations
  • New build and conversion disputes for DP vessels
  • Preparation of DP operations manuals

Technical Bid Evaluations

We can assist with the preparation of tender documents, the evaluation of bids, and provide technical input into contracts for various types of work including salvage and wreck removal, vessel repairs, marine transportation, offshore marine operations and repairs to damaged port and harbour facilities.


Risk, Safety and Environment

Our multi-disciplined technical staff have a broad range of marine expertise and knowledge of risk management and safety practices and procedures. This is significantly enhanced by our marine casualty investigation and consultancy work, which provides a unique perspective on the risks and consequences of potential and actual failures in engineering, procedures and management systems. Our capabilities in the HSE field include:


  • Qualitative and quantitative marine risk assessments
  • HAZOPs, HAZIDs, FMEAs
  • Navigational risk assessments

Third Party Verification

In addition to offering planning, design and analytical services of our own, we are also able to undertake third party verifications of designs, plans, analyses, procedures and methodologies produced or proposed by others.

Our personnel’s theoretical and practical expertise, combined with their ongoing and regular exposure to our specific services and areas of business, makes them particularly valuable in providing appropriate technical advice and support to our clients when there are particular marine operations issues to resolve. This service often requires us to second personnel with the specific experience and expertise needed in to client project teams to plan, undertake or manage particular aspects of a project’s marine operations. These services have included marine planning and management of offshore operations, as well as the planning and management of the tows and manoeuvring of large or unusual objects (towmasters).
